This is an Icelandic Christmas figure called Gryla, a troll living in the mountains. Gryla is the mother of the 13 Yule lads, "jolasveinarnir" in Icelandic. Each of the Yule Lads is known for a different kind of mischief, such as slamming doors, stealing meat, eating candles, licking spoons.

Gryla and her sons are associated with Christmas, although there is little reference to the Christian underpinnings of the holiday. Thirteen days before December 24th, children will leave their shoes by the window so that the Yule Lads can leave small gifts in their shoes. Gryla herself is said to eat the naughtiest children.
