This is a Thai decoration for the Loy Krathong festival celebrated throughout Thailand, usually sometime in November. The name is translated as floating ritual vessels.

During the celebration, people craft floating baskets of flowers with candles and incense sticks. These can be as simple as a paper plate with a birthday candle attached. Typical krathong are made of a round of a banana tree trunk with banana leaf baskets. This particular krathong is a coconut husk with crepe paper flowers and votive candles.

This festival originates in Hindu traditions of India, and Buddhist traditions. The krathongs thank the goddess of water, Phra Mae Khongkha.
